We’re looking into accusation of misconduct against six ConCourt Judges - JCC

THE Judicial Complaints Commission (JCC) has acknowledged receiving a complaint lodged by UPND founding member Charles Longwe against Constitutional Court Deputy President Justice Arnold Shilimi and six other Constitutional Court judges over allegations of incompetence arising from a constitutional matter.

In a letter signed by Judicial Complaints Commission Secretary Brian Gombwa, the Commission confirmed that Mr Longwe’s complaint, which was received on July 2, 2026, would be tabled before the Commission for consideration.

“I wish to acknowledge receipt of your complaint to the Commission received on 2nd July, 2026. Kindly take note that your complaint will be presented before the Commission for consideration. You will be communicated to on the outcome in due course,” Mr Gombwa stated in the letter.

The complaint is directed against Constitutional Court Deputy President Justice Arnold Shilimi, Justice Mathew Chisunka, Justice Mudford Mwandenga, Justice Martin Musaluka, Justice Maria Kawimbe, Justice Judy Mulongoti and Justice Gertrude Imbwae.

According to the correspondence, the complaint relates to Constitutional Court Case No. 2026/CCZ/009, in which Mr Longwe has alleged incompetence on the part of the judges.

The Commission’s acknowledgement, however, does not indicate that any findings have been made against the judges, but merely confirms that the complaint has been formally received and will be considered in accordance with the Commission’s procedures.
